Volgens de toezichthouder hebben Deloitte, EY, KPMG en PwC zich niet aan hun zorgplicht gehouden.
De accountants zijn tekortgeschoten in de controles van jaarrekeningen over het boekjaar 2012, en in enkele gevallen over het boekjaar 2011. Die waren niet voldoende onderbouwd.
In meerdere onderzochte gevallen was het zelfs zo dat de accountant die de verklaring afgaf onvoldoende geschikte controle-informatie had verkregen. Daarmee is in strijd gehandeld met de wet.
Deloitte moet ruim 1,8 miljoen euro betalen, EY dik 2,2 miljoen, KPMG 1,2 miljoen en PwC 845.000 euro. De organisaties hebben inmiddels diverse maatregelen aangekondigd.
Bij het bepalen van de hoogte van de boetes heeft de AFM niet alleen gekeken naar de ernst en verwijtbaarheid van de overtredingen. De toezichthouder benadrukt dat Deloitte en EY eerder al zijn beboet voor eenzelfde overtreding, waardoor het basisbedrag van hun boete is verdubbeld.
De organisaties hebben inmiddels maatregelen aangekondigd. De eerste resultaten van de verbeteringen zijn volgens de toezichthouder al zichtbaar. De AFM meldde in oktober al dat de grote accountants in het afgelopen jaar belangrijke stappen hadden gezet om de kwaliteit van hun controles te verbeteren.
Principiële bezwaren
"Op basis van eigen onderzoek vonden ook wij dat drie gevallen van onvoldoende kwaliteit waren. Wel hebben wij vastgesteld dat in alle gevallen de controlerend accountant de juiste conclusie heeft getrokken over de onderzochte jaarrekening", reageert PwC donderdag. Alle afgegeven controleverklaringen hoefden dan ook niet te worden aangepast.
"Dat uit het onderzoek van de AFM een sanctie volgt, spreekt voor zich. Tegen de onderbouwing die de AFM voor haar bestuurlijke boete kiest, hebben wij echter principiële bezwaren. Wij beraden ons hier nader op."
Te hoog
EY vindt de opgelegde boete van ruim 2,2 miljoen euro te hoog, omdat dit kantoor bij de inspectie in 2012 de beste resultaten liet zien. "EY is van mening dat de door de AFM gehanteerde berekeningsmethodiek leidt tot een boetebedrag dat geen goede reflectie is van de resultaten van de inspectie van de 2012 dossiers, aangezien EY het laagste aantal dossiers met bevindingen had."
Bestuursvoorzitter Marcel van Loo van EY erkent dat verdere verbetering "noodzakelijk" is. "Wij zullen samen met de sector in dialoog treden met de AFM over de uitleg van de zorgplicht", zegt Van Loo.
Lering
"KPMG trekt lering uit het verleden", zegt KPMG-bestuurder Egbert Eeftink van KPMG. "We geven absolute prioriteit aan het verder verbeteren van de kwaliteit van onze controlewerkzaamheden in het heden en de toekomst, in de wetenschap dat de onbesproken kwaliteit van ons accountantswerk nodig is om het publiek vertrouwen te herstellen."
Waar nodig zijn de onderzochte dossiers hersteld, maar geen van de jaarrekeningen hoefde aangepast te worden. KPMG heeft inmiddels maatregelen genomen om de kwaliteit van de controlewerkzaamheden te verbeteren. "Tegelijkertijd realiseren wij ons dat de werking en het effect van deze maatregelen zich nog moeten bewijzen en dat wij er dus nog niet zijn", aldus Eeftink.

Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.

The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
